Minutes of the regular meeting of the Southwest Truckee Meadows Citizen Advisory Board held November 21, 2002, at Elizabeth Lenz Elementary School, 2500 Homeland Drive, Reno, Nevada.

1. CALL TO ORDER — The meeting was called to order at 7:04 p.m. by Elaine Steiner, Chair.

2. MEMBERS PRESENT — Joe Bachman, Faith Fessenden took her seat on the board, Walter Lamp, Ray Martin, Alternate, George Queyrel, Klark Staffan, Elaine Steiner, Ellen Steiner and Matt Taormina. Mary Dugan and, Robbin Palmer, new SWTMCAB members were in attendance.

      SPECIAL GUEST — David Humke, Washoe County Commissioner-Elect.

3. APPROVAL OF AGENDA — Ellen Steiner moved to approve the November 21, 2002, agenda as posted. George Queyrel seconded the motion. The motion carried.

4. APPROVAL OF MINUTES — moved to approval of the minutes of the October 17, 2002, meeting as submitted, seconded the motion. The motion carried. Klark Staffan noted that the statement that was made during the ArrowCreek presentation that the ArrowCreek Home Owners Association had not reviewed the letter that Mr. Staffan presented was incorrect. The ArrowCreek HOA did review and approve the letter. Joe Bachman stated opposition to his time of arrival being listed on the minutes.

     G. TENTATIVE SUBDIVISION MAP CASE NO. TM02-007 (LEGACY FARMS) —Bill Thomas, Summit Engineering, presented the application to develop a 13-lot single-family subdivision on two parcels located on the northeast corner of Holcomb Ranch Lane and Lakeside Drive, approximately one mile west of the intersection of Holcomb Ranch Lane and Thomas Creek Road. Mr. Thomas stated that the wetlands has been studied. The lift station is below ground with only a vent visible above ground.

      Roger Pelham. Staff Representative: was available to address questions and concerns. Mr. Pelham stated that the land use designation is 2.5-acres per one dwelling. The code also states that the size of the parcels can be 2-acres minimum.

      MOTION: Ellen Steiner moved to recommend that the applicant, based on the opposition from adjacent property owners, discuss the issues with adjacent property owners and amend the tentative map and bring the amended tentative map back to the CAB for reconsideration. Walter Lamp seconded the motion. The motion failed with a vote of four in favor and 5 opposed. Joe Bachman moved to recommend denial of TM02-007 for reasons of wetlands and traffic safety issues, inadequate lot size, failure to contact neighbors, opposition to a gated community and failure to contact the CAB with the updated tentative map. The motion carried with a vote of seven in favor and 2 opposed.


Comments and concerns

  • An adjacent neighbor asked for conformation of the lot sizes. Sizes of other homesites were discussed.
  • Questions were discussed regarding wetlands on the site.
  • Mr. Sanford, property owner adjacent to the proposed subdivision, stated concern regarding the size of the homesites that abut his property.
  • Concern was stated to setting a precedent for a less that 2.5 acre homesites.
  • Opposition was stated to changing the existing size of homesites for financial benefits. The entrance to the proposed development can have negative impacts to his property.
  • Concern was also stated that adjacent property owners have not been advised of the proposed development by Washoe County.
  • Concern was stated that this proposed development will cause hazardous traffic conditions.
  • Support was stated for maintaining the area as undeveloped.
  • Opposition was stated to any development less than 2.5-acre parcels.
    It was stated that the applicant had agreed with adjacent neighbors to maintain the 2.5-acre minimum. It was also stated that negative impacts to the wetlands need to be addressed.
  • Concern was stated regarding the negative visual impacts of the lift station.
  • The applicant was encouraged to reduce the number of homesites to allow for 2.5-acre minimums.
  • Concern was stated that property owners are bound by rules and constraints and that if the property has physical constraints for development, that the number of lots be reduced.
  • Concern was stated that the SWTMCAB has not received the updated proposal.
  • Ellen Steiner read a letter of opposition from Bart and Leigh Ann Scott into the record.
  • The applicant was asked to address questions and concerns with adjacent neighbors and bring a revised tentative map back to the CAB.
  • Opposition was stated to gated communities as being incompatible with the vision of the rural atmosphere.

     H. SPECIAL USE PERMIT CASE NO. SW02-021 (LEGACY FARMS LIFT STATION) — Review and recommendations on an application to develop a public sanitary sewer lift station in conjunction with the proposed Legacy Farms Subdivision (TM02-007) located on the northeast corner of Holcomb Ranch Lane and Lakeside Drive, approximately one mile west of the intersection of Holcomb Ranch Lane and Thomas Creek 4 Road were included in item 9. G. Roger Pelham, Staff Representative: 328-3622

     MOTION: Ellen Steiner moved to recommend denial of SW02-021 to be consistent with the recommended denial of the tentative map. The motion died without a second. Joe Bachman moved to recommend that SW02-021 be tabled. Matt Taormina seconded the motion. The motion carried.

11. MEMBER ITEMS/COMMITTEE REPORTS/CORRESPONDENCE

     Next Agenda Items: SWTMCAB Member Designation, Special Use Permit SW02-021 Legacy Farms Lift Station.

12. ADJOURNMENT — Ray Martin moved to adjourn the meeting at 10:40 p.m. George Queyrel seconded the motion. The motion carried.
