WHEREAS, the initial draft of the Comprehensive Regional Plan suggested
that the Ballardini Ranch should be entirely included in the sphere
of influence of the City of Reno and the Truckee Meadows Services Area
should be entirely included within the entire Ballardini Ranch;
WHEREAS, the draft Compromise Regional Plan proposed by the County of
Washoe, as a compromise, suggests that the southern half of the Ballardini
Ranch should remain outside the sphere of influence of the City of Reno;
and
WHEREAS, the County of Washoe has taken the exceptional step of requesting
the removal of the Truckee Meadows Service Area from the Ballardini
Ranch to alleviate any concern or issue with respect to any intent on
the part of the Washoe County Commission to encourage development of
the Ballardini Ranch other than to maintain the current density and
land use or to do anything other than to retain the same for open space
for public use, the Advisory Board commends the Washoe County Commission
for its steadfast adherence to the long-term planning principal of protecting
the Ballardini Ranch for the public and strongly requests that the Regional
Planning Governing Board respect the efforts of the County in that regard;
WHEREAS, the Regional Planning Commission (RPC) on April 24, 2002 exercised
its foresight and fortitude by (a) determining that the southern half
of the Ballardini Ranch should remain outside the sphere of influence
of the City of Reno; (b) the Truckee Meadows Services Area should remain
outside the southern half of the Ballardini Ranch; and
WHEREAS, the RPC seriously considered whether or not it had jurisdiction
to make a recommendation to exclude the entire Ballardini Ranch from
the sphere of influence of the City of Reno and to exclude the Truckee
Meadows Services Area from the entire Ballardini Ranch, but was uncertain
with respect to its actual jurisdiction and declined to take an action
in that regard;
WHEREAS, the Advisory Board has, in the past (a) supported the acquisition
of the Ballardini Ranch for public use as open space for all of the
citizens of the Truckee Meadows, (b) recognized its value for generations
to come, (c) voted to encourage voters to support the bond issue which
came before the voters for partial acquisition of the Ballardini Ranch
in the amount of $4,000,000, and (d) previously formally recommended
against annexation of the Ballardini Ranch into the City of Reno, and
(e) recommended against any ìSouthwest Cutoffî proposed
road through the Ballardini Ranch and the ArrowCreek development when
the same was under consideration by the Regional Transportation Commission
2030 Advisory Board in order to protect the Ballardini Ranch; now therefore
1. THE ADVISORY BOARD RECOMMENDS that the Regional
Planning Governing Board:
A. Excludes the sphere of influence
of the City of Reno from the entire Ballardini Ranch, or at least, consistent
with the decision of the RPC, exclude the southern half of the Ballardini
Ranch from the sphere of influence of the City of Reno;
B. Excludes the Truckee Meadows
Services Area from the entire Ballardini Ranch, or, at least, consistent
with the decision of the RPC, exclude the Truckee Meadows Services Area
from the southern half of the Ballardini Ranch;
C. Reaffirms its support for the
principal of placing the Ballardini Ranch in public hands partially
utilizing the funds which have been generated through vote of the citizens
of Reno, citizens of Sparks, and Washoe County, in the amount of $4,000,000
as a result of a recent bond issue, to apply toward the acquisition
of the Ballardini Ranch;
D. Recommends a moratorium on any
increased density, annexation, or any other step which would encourage
the owner/developer to increase the price over and above the current
zoning and land use which was in effect at the time the owner/developer
acquired the property on May 11, 1998; and
2. THE ADVISORY BOARD STANDS READY to take whatever
further steps may be necessary in connection with the planning process
to assist in the long-term preservation of the Ballardini Ranch.
