Present trips per day (1999 Nevada Department Of Transportation Figures) on McCarran Boulevard. [RTC has adopted Level Of Service "E" (one level of service short of "F" - "Failure"). At the "E" level, 41,400 trips per day at four lanes are permitted, which is the current plan. At the "E" level, 62,200 trips per day are permitted at six lanes, similar to the other sections of McCarran]:

A. Estimated (RTC Estimate) trips per day on McCarran Blvd. in 2030 in the Skyline vicinity, without construction of Ballardini Ranch/ArrowCreek Boulevard:

B. Estimated (RTC Estimate) trips per day on McCarran Blvd. in 2030 in the Skyline vicinity if Ballardini Ranch/ArrowCreek Boulevard is constructed. (Assumes no development of Ballardini Ranch):

C. Estimated additional trips per day (in addition to those in Subparagraph B) on McCarran Boulevard in 2030 in the Skyline vicinity if Ballardini Ranch/ArrowCreek Boulevard Is constructed (Assumes development of Ballardini Ranch)[2.12 units per acre (1,050 Acres) = 2226 units**x 10 trips per day x 70% (Estimated by RTC on McCarran) Less 5% (Assumes 5% of trips travel south)]:

D. Estimated additional trips per day (In addition to those in Subparagraph B) on McCarran Boulevard in 2030 in the Skyline vicinity if the Ballardini Ranch/ArrowCreek Boulevard is constructed (Assumes development of both Ballardini Ranch and ArrowCreek) [2,226 units On Ballardini Ranch (1,050 Acres) and 2,968 units on ArrowCreek (approximately 1,400 acres) = 5,194 units x 10 x 70% (estimated by RTC on Skyline) - less 5% (Assumes 5% of trips travel south)]:

E. Total trips per day on McCarran Boulevard in 2030 in the Skyline vicinity if Ballardini Ranch/Arrowcreek Blvd. is constructed (Assumes development of both Ballardini Ranch and ArrowCreek - Sum of paragraphs B plus D) [This is below the acceptable level of service - requiring 8 lanes - something the RTC arbitrarily has said it does not want to build on McCarran]:

  * This analysis has been prepared with the assistance of Mr. Bruce Arkell, who was the Planning Manager for the Regional Transportation Commission for approximately 7 years. He is now a private traffic consultant, engaged principally in providing consulting services in both Reno and Las Vegas.

   ** These calculations are based upon the "Conceptual Land Use Plan" prepared by Jeff Codega, Planning/Design, Inc., on October 29, 1997, for the owners/developers of the Ballardini Ranch. In that Conceptual Land Use Plan, Mr. Codega proposed approximately 2.12 units per acre on the 1,050 acre Ballardini Ranch for his clients.
