OF BALLARDINI RANCH/ARROWCREEK BOULEVARD
(THE PROPOSED ROAD BETWEEN McCARRAN BOULEVARD
AND THE MOUNT ROSE HIGHWAY)*
Bruce Arkell Study Based Upon Regional Transportation Commission (RTC) Model
Present trips per day (1999 Nevada Department Of Transportation Figures) on Skyline Boulevard. [RTC has adopted Level Of Service "D" for that boulevard. At the "D" Level, 13,000 trips per day are permitted, according to the RTC. Mr. Arkell estimates it should be approximately 8,500 trips per day, based upon the Skyline configuration, for acceptable level of service "D."]:A. Estimated (RTC Estimate) trips per day on Skyline Boulevard in 2030 if Ballardini Ranch/ArrowCreek Boulevard is not constructed:
B. Estimated (RTC Estimate) trips per day on Skyline Blvd. in 2030 if Ballardini Ranch/ArrowCreek Boulevard is constructed (assuming no development of Ballardini Ranch):
C. Estimated additional trips per day (in addition to those in Subparagraph B) on Skyline Boulevard in 2030 if Ballardini Ranch/ArrowCreek Boulevard is constructed (assuming development of Ballardini Ranch)[2.12 units per acre (Ballardini Ranch is 1,050 Acres) = 2226 units**x 10 trips per day x 30% (Estimated by RTC on Skyline) Less 5% (Assumes 5% of trips travel south)]:
D. Estimated additional trips per day (in addition to those in Subparagraph B) on Skyline Boulevard in 2030 if Ballardini Ranch/ArrowCreek Boulevard is constructed (assuming development of both Ballardini Ranch) [2,226 units on Ballardini Ranch (1,050 Acres) and 2,968 units on ArrowCreek (approximately 1,400 acres) = 5,194 units x 10 x 3 x 30% (estimated by RTC on Skyline) - less 5% (assumes 5% of trips travel south)]:

* This analysis has been prepared with the assistance of Mr. Bruce Arkell, who was the Planning Manager for the Regional Transportation Commission for approximately 7 years. He is now a private traffic consultant, engaged principally in providing consulting services in both Reno and Las Vegas.
** These calculations are based upon the "Conceptual Land Use Plan" prepared by Jeff Codega, Planning/Design, Inc., on October 29, 1997, for the owners/developers of the Ballardini Ranch. In that Conceptual Land Use Plan, Mr. Codega proposed approximately 2.12 units per acre on the 1,050 acre Ballardini Ranch for his clients.
